I have two thoughts on this betting strategy.
First you do not know where the ball is going to land for certain.
Second if you are going to make your areas of the wheel large
(18 numbers 1/2 a wheel) this makes it harder to work out where the ball will go or will not go, I think in the long run it would be to hard to predict.
If you made the wheel into 4 parts of 9 numbers even then it would be hard to know where the ball would end up.
The next thing to try would be just cover 18 numbers, but this gives you know advantage you are just relying on luck.
The other thing to realize is each spin would cost you 18 chips, will your kitty cover these losing spins until the winning spins get you back up ?
One half will come up more than the other which half would it be ?
If you pick the wrong half how long would it take to change the winning half to your one, do you want to wait that long ?
Personally I would not use this way of playing.
